I don't mean to disparage this artist (I do actually really like their art), but clearly they've never read/watched anything even vaguely Index or Railgun related, because this doesn't look like Misaka at all.
So it invites you inside, and you turn into a plant with a red flower. It initially uses the connection of a mother to lure people in, but Scavenger-chan talked to it while retrieving that last victim, letting it learn how to trick Friends, who do not normally have mothers.
