No, they were not.

The Germans tried to say they were by claiming they caused "unnecessary suffering" (Article 23 of the Hague Conventions vaguely bans weapons and ammo that cause "unnecessary suffering"*.) But this was a laughable claim considering they were the ones who first used sawtooth bayonets, flamethrowers and lethal poison gas, as rightly pointed out by the American government then. Heck the same Article 23 even bans poison!

(The exact term used is maux superflus, literally "superfluous evil". This was interpreted as "unnecessary suffering" back then and "superfluous injury" these days.)

I do admire the artwork a lot. I love Tsaritsa (her design is lovely). While I'm not particularly a Genshin fan, I do admit, I like seeing Russian or Russian-based characters within gacha games or anime. Her design, to me, perfectly encapsulates the icy and cold land that Russians call home. I like the angle of the lighting of this piece in particular.

Unrelated, but I can turn her name into Russian Cyrillic:
Tsaritsa - Царица
Anastasya Feodorovna Snezhnaya - Анастася Феодоровна Снежная

I do not know if that is accurate but I did try.
