Maybe it can be used on both of them? I have skins on the game that can be used on both normal and muse versions of characters, or normal and version two characters. Maybe you have to marry/pledge both of them to get access to it, but... it's an oath skin, so... yes?

This only applies to girls like Yorktown and Yorktown II, or Hammann and Hammann II for example. Same hull type, so no real issues, just an upgrade class essentially. You are right about the META though.

It was confirmed in a tweet by Yostar at some point that Amagi CV's oath skin will not apply on Amagi BC. I already knew this was going to be the case.

Yeah, Jijas brought up a good point; since Amagi and Amagi CV are basically different ship types, they don't share skins. Oh well....

That kind of post is acceptable on Danbooru, but only because albert is famously horny (see post #6657).
2) If the answer to the above is yes, proceed. Where would you say the artist is located? Japan? Korea? Because if I'm not mistaken, reiq is Venezuelan (which falls under the umbrella "American" term), currently residing in the UK.
If you think reiq could ever be mistaken for a Japanese artist, you are disqualified from talking about art ever again. That's just a fact.
Example: the picture here in question. To me it appears very well drawn, even though I am not overly enthusiast of chibi art.
