There's also the chance they could have been flat chested before, but Shaw also gave her dolls freedom so later on, they could have added in breasts for themselves. I can imagine a conversation going like AK-12: Since we already look female enough, we might as well get bigger boobs. Shaw: huh? AN94: Why? AK-15: Seems like they'd get in the way. AK-12: Aww c'mon!
