In NIKKE's lore, it is explained that their new bodies are made to resemble their old bodies down to a T to prevent what essentially a mental/body image mismatch.
GFL many of the girls are civilian models modified for combat, so at least for those their appearance might be defined by the customer. As for Nikke, wasn't it during Rapi's event that it seems their appearance is influenced by their ideal self-image?

GFL: Majority of Dolls are civilian dolls before they were converted into T-Dolls Nikke: It was done in a realistic way so they won't suffer from sheer mental stress due to be "trapped" in a machine-like body. This explains in bits of various lore.

It's canon that a few of the T-dolls in their civilian lives were either Nursing Dolls or Sex workers. So some models did in fact have jiggle breasts. Project Neural Cloud goes into this a bit deeper with more civilian models like Idols that were also made realistically.

Yet this begs the question when it comes to the military-designed T-Dolls as to why they have jiggle and such. For example, Task Force DEFY's T-Dolls were strictly made for military use (AFAIK), so why would they be bouncy?

The possible answer to that would be Shaw flexing. She wanted to show all the other scientist that pure tech could beat out the magical properties of all the ancient relics. So not only would she NOT make a coldless battle droid that we see KCCO use. But basically combine both the aesthetics of civlilian dolls with combat military might. And considering that AK-15 is basically peak performance, i'd say she accomplished that goal.
It was also explained before that for police Dolls (like Sabrina and Betty) that they were used exclusively in towns cause when the military used to send battle droids, it scared civilians. With Team Defy looking like normal civilian dolls, they could also blend in seamlessly into a crowd of people. Can't do that with a battle droid. Like even if you gave a battle droid the same AI as the dolls, they couldn't walk into a convinience store and order a coffee, people would be freaked out.

There's also the chance they could have been flat chested before, but Shaw also gave her dolls freedom so later on, they could have added in breasts for themselves. I can imagine a conversation going like AK-12: Since we already look female enough, we might as well get bigger boobs. Shaw: huh? AN94: Why? AK-15: Seems like they'd get in the way. AK-12: Aww c'mon! It'll be fun! Also I wanna wear a pretty dress when we're not on duty! Shaw: Do whatever you want, as long as it doesn't affect the missions.
Then Cue AK-12 dragging 15 and 94 to possibly a civilian sex doll place to get breasts implants. From the small flash backs we got, Shaw did seem to have a hand off kinda thing when it came to dealing with Team Defy. Whatever they did in their spare time, she seemed to not care. Could also say they were flat chested on creation, then after meeting the Commander and seeing all the civilian Models Griffin had, AK12 wanted to fit in with everyone, Which includes pretty-ing yourself up. Angie also kinda let the dolls do mostly what they want whenever they weren't on missions. They weren't with Shaw for that long anyway before being handed off to Angie.
