This is a funny image. Not only is it based off a real image of the Yamato while under construction at Kure, I think it's also copying off of a well known colorization by Irootoko, Jr. I was going to add the "traced" tag, but it seems it's already there.

It's the Greater Good because Taus themselves don't have enough of a psychic presence to create it, and it was expressively created by the "allies" races, hence the arms that aren't Taus.

With how crazy-looking some Warhammer characters are, this could easily be a Daemon Princess (or Prince? with Slaanesh you can never tell) who's been sacrificing to Slaanesh for a very long time.

Hardly, 40k lore is full of weird things. Though some people like their stuff as uncomplicated as possible.
