Just throwing this out there, but when small breasts was decided to be brought back as a tag (it was originally aliased to flat chest), there were no bulk updates done then (topic #9228). We first decided on a definition of what constituted small breasts, and then a couple of enthusiastic tag gardeners went to work adding the tag manually.
I just think it'll be hard to come up with any tag query that won't have a lot of false positives since as it's been stated, it relies on accurate tagging which we know isn't always the case. However, using the tag script function should make the job a whole lot easier since it will be evident from the thumbnail in a majority of posts on whether the breasts are average sized or not.

I would just like to throw in my two cents. I think small breasts should be anything that is greater than "flat as a board" for post-pubescent characters, and less than normal sized breasts. What are normal sized breasts? Well, too me, if any part of the breast would hang over a hand if it is placed immediately beneath the breast, I would constitute that as greater than or equal to normal. This also makes it relatively easy to to a visual comparison most of the time. If you look at all of the posts that Toks originally posted, they all meet this criteria, i.e. larger than flat, but not enough to hang:
There are, of course, going to be gray areas with this, but unless you can actually do measurements on the characters, which we can't, it's always going to be subjective. That's not a big deal though, because the difference between normal, large, huge and gigantic is already subjective, so there wouldn't be anything new about it.

Choosing the the quality over quantity approach is completely fine with me. But of course it'll take time (and a lot of work on user side) for the new medium_breasts tag to establish its position.
So why do I think this new logic is easy to understand and therefore user friendly? Let me give you a few examples:
A lazy or inexperienced user can still use the breasts tag to mark the general existence of breasts in a post without bothering to determine the size.
A more experienced user can better determine the tagging quality of an image containing breasts, i.e., notice large breasts or small breasts that are clearly medium-sized (or vice versa).
A user can just search for girls with medium-sized breasts without further ado. He would also be able to find them in constellations where one girls has larger breasts and another has medium_breasts (refer to "Remaining issue I" in my opening post).
As far as a definition goes for the wiki, they are pretty well defined for small and large breasts, so just use a combination of both.
Small Breasts ...Breasts are normal-sized or greater if any part of the breast would hang over a hand if it is placed immediately beneath the breast...
Large Breasts ...If a single breast is of roughly similar volume in comparison to its owner's head...
So, if a breast looks like it has enough material to hang over a hand if placed underneath the breast, yet it it less than the size of the person's head, then it would be classified as medium breast.
There is of course subjectivity involved, but there's no getting around that since these are pictures and it is impossible to actually measure the girls.
I cleaned up the wiki entry a little. I don't think there's a need to spell out the subjectivity part in the wiki entry itself, since many of the tags on Danbooru are already subjective to a degree (hair length, hair color, type of clothing, etc). I also fixed the small breasts wiki and large breasts wiki.
Also, if the implication gets approved, the breasts wiki will have to be updated as well.

Provence and I plan to work as a team to populate the medium breasts tag.
I propose the following tag gardening approach:
Go through these two pools first because almost every post in it is in desperate need of a breast tag. Only posts like those should remain in the pool afterwards.
Next up are these considerably larger pools. Please keep the "order:id id:1..10000" part in your query and work bottom-up; ie., choose a manageable id range and start on the last page (eg. you get pages 1-20 and then go 20,19,18,..,1). Remember to post your tagging plan in this thread as follows: "I plan on tagging the id ranges id:1..10000 and id:15000..20000."
Since changes made in this thread are kinda large in scale, would the introduction of the medium_breasts tag warrant a notice on this site's announcement banner for a couple of days?
I would say that this would be pretty good especially when I consider that this tag will have a large amount after doing some tag gardening and this is a whole new tag. We also have some Contributors here that don't use that tag yet and they should go ahead with good example when it comes to tagging.
