From my little research, probably Chang'e since she has dark hair. But she has purple, not red eyes.
I also downloaded the image and uploaded it to Yandex Image Search but it only got me results like "ะšะพัั‚ัŽะผ ะฟะตั€ัะพะฝะฐะถะฐ" and "ะ”ะธะทะฐะนะฝ ะฟะตั€ัะพะฝะฐะถะฐ", which in my limited understanding of Russian means "Costume person" and "Design person" along with stuff like "anime". That route does not work well.

Depiction is consistent with JP fandom portrayals of a human Junko back when she was still a living human. This depiction is usually called Xuan Qi/Gensai, after the original name of her historical counterpart (Chun Hu/Junko/Pure Fox being more of a title or epithet).

This fan version of Junko almost always has black hair because the historical Xuan Qi was noted for having particularly "beautiful black hair". Usually she still wears the anachronistic dalachi because that's pretty much Touhou Junko's signature headdress.

Image above also seems to depict Hou Yi's killing of Junko's son Bo Feng. Note the arrow (Hou Yi's preferred weapon) and Junko's shocked expression, and her hands being bound, which is consistent with how Hou Yi in historical folklore murdered Xuan Qi's husband to marry her, then killed her son Bofeng later when the latter attempted to rebel.

This event wouldn't fit Chang'e, who in folklore got better treatment from Hou Yi, and also didn't have anyone she's close to being killed next to her. Chang'e is also generally depicted in Tang dynasty clothing (also anachronistic) and with her signature Flying Immortal Bun hairstyle (two high buns or hair rings, or some kind of simplified figure eight ala Kaku Seiga) instead of having straight hair like Touhou/fandom Junko here.

Regardless of this artist's actual position in this whole thing,

You can't be performatively horny about lolis. Ever. Not in current_year, not in the near nor far future by the looks of things (I'd be very amazed to be proven wrong on this), not before covid brought in the worst of the worst group of people into anime/manga discourse, and certainly not in the 2000s when there was little to no point in being performative on the internet about anything anyways.

And not even in "the mystical land of Far-Eastern Gacha Slop", where some JP feminists (aka ใƒ„ใ‚คใƒ•ใ‚งใƒŸ) have become increasingly louder and louder and would throw pedophilia accusations around just as any random English-speaking xitter users would, like they're mere playground insults (well they are now unfortunately). Where every week day that very "mystical land" keeps getting called Diddy/Epstein island because of loli characters, the actual nationalities of the aforementioned two individuals notwithstanding.

Hell, even this very site isn't exactly immune to it.

Yeah sure some people would call you safe horny or whatever if you're into "dommy-mommy-please-break-my-pelvis" or whatever, but those are negligible at best, and annoying at worst. You'd have to kid yourself if you think being called that is in any way comparable to saying openly that you're into loli, even performatively (again, if that's even a thing).
