I'd argue that this isn't even enough for rating:q. The things that makes most shibari questionable are the breast squeezing and the crotch rope. With no apparent focus on either of those, she just looks like a kidnapped child that has been tied up to prevent escape/gagged to prevent her from calling for help and then left alone. (and the kidnapper is vised in the art of tying people up)
It's more "child abuse" than loli to me.

This is not enough for loli IMHO, so I removed the tag. But I'd vote it to be "questionable", not safe, because of sexual implication that normally associated with shibari.
