It doesn't imply it because not all oppai lolis are sexual enough to be tagged loli. That post is definitely sexual, though.

Yet oppai_loli -loli rating:explicit gives 660 results, so how sexual the image is doesn't seem to matter more than normal.

I can see plenty of things in there that I wouldn't even tag as oppai loli, so I dunno if that's the best metric. A lot of them even seem to be canon tagging, such as post #4406033. The oppai loli wiki is pretty clear to me that oppai lolis should definitely be tagged loli if the image is sexual, and child if it's Safe. If you wouldn't tag it loli or child, then I don't think you should be tagging it oppai loli.
Going back to the original post, I would tag it oppai loli, and it's definitely not Safe, so it should be tagged loli.

This is an adult character. She is visibly mature (face, arm-waist-hips ratio) on the image, mature canonically, just flat on this image.
