It's definitely oppai loli. However I don't think using the loli tag in conjunction with oppai loli (for a single character) makes any sense considering the criteria for the former on this site. The majority of oppai loli posts aren't tagged with it and the wiki does nothing to explain what the difference between a "loli" oppai loli and a "non-loli" oppai loli is supposed to be.

If oppai_loli fills the criteria for loli it's loli, otherwise it's to be tagged child.
So Safe is Oppai_Loli + Child and Explicit is Oppai_Loli + Loli

I found the distinction perfectly clear, it's as shade says. I suppose the wiki could be more up front about it, though.
As for the post, I'm not so sure about it being oppai loli. She looks short because of the perspective, but nothing else in the image really suggests she might have the body of a child, imo.
Are the posts under oppai_loli -loli -rating:safe then all erroneously missing the loli tag? That's the majority of non-safe oppai loli posts.

A cursory glance at the above, no most of those are not loli.
The 'loli' part of oppai loli isnt meant to be taken extremely literally. What oppai loli really means is "short girl with big breasts". Whether or not the character is also a loli/child depends on other factors like proportions, appearance, clothing, etc. Oppai loli is a variation of shortstack except without a fat ass or thicc thighs. If oppai loli had a good english equivalent we could use it, but it doesnt.

Then the tag should actually be used ten times as much as it currently is, and people are using it even when there's no way to judge a character's height. Ilulu gets canon tagged with it constantly.

That was my point initially. I don't see how a short girl with big breasts can fit the criteria that danbooru has for the use of the loli tag and factoring in clothing, proportions, appearance seems like further splitting already split hairs - what is supposed to differentiate a short petite girl with big breasts from a loli with big breasts from a "child" with big breasts? Then again, this is all flawed arbitration serving a flawed system of paywalled tags so maybe it's not worth thinking about too hard.
