powerpuff girls doujinshi appears to be depicting something completely original in respect to Powerpuff Girls.

I don't see how that's any different than the other fanworks that get implied, especially the Touhou ones.

touhou fanworks depict touhou characters in different scenarios, they're not original content strictly speaking.
I opened Powerpuff Girls Doujinshi, and it's all some guy's OC (as far as I understand it). It would be weird to imply this to Powerpuff Girls if it's entirely dominated by a character an artist made up.

It's a sequel to the original PPGs, but also features Dexter's Laboratory, The Grim Adventures Of Billy & Mandy and Samurai Jack to name a couple, but it is mostly a PPGs fanmade works, there's some fanart of PPGD Blossom, Bubbles and Buttercup, but they're not upped yet some are in real poor quality tho (I think there's a ref sheet of the Girls drawn by Bleedman missing as well)

There's a bunch of implied Touhou fangames focusing on original enemy characters, though.

It's mostly a Power Puff Girls doujin (name drop lol) but it has other series in it, it even spawned Grim Tales From Down Below, honestly, I'm all for moving PPGD into that tag cuz it's more popular
