hair between eyes can coexist with bangs where some of the bangs fall down between the eyes, but are not a subtype of them due to cases where there are non-bangs locks that fall between the eyes, or where a single lock of hair falls between the eyes (although obviously both of these can coexist with bangs). The character on the left definitely wants both tags.
