Hmmm... When you search this you get quite a few hits, although some of them are very sparsely populated.

I wonder what would be the best fitting tag there. scene reference, probably? Needs to be way more populated though, but you can tag it for now.

The first should at least be in the "Perversion of Canon" pool since Saikawa didn't have her panties pulled down in the anime.

Also, if it's a direct quote from the anime, then source quote should apply to the second (source quote parody if it is an alteration).
