They aren't really dressing up as other character so cosplay doesn't fit well.

Who are dressed as another character. Is the question if that fits here. While the other character isn't present here, I'd say yes.

It's more like a romantic act than trying to dress ass someone. (Just borrow some piece of clothes or accessory while her odinary costume's still on)
I thought there'd be a tag for it.

I guess it's more simple to put it under cosplay then.

Well, I think that you have a good point here and are far more convincing than I am. So I wouldn't be opposed to a borrowed_costume tag for such cases.
