First, Phranapates and Sensei are NOT the same person. Phrenapates is A Sensei from a different timeline. Second, their daughters would be sisters, because while their mothers are genetically the same person, same as maternal twins, they were conceived at different times, therefore having similar but different genetics.

They are biologically the same, Arona outright says so. Unless Chroma exposure also affects ones genes, it wouldn't matter which Shiroko is the mother and which Sensei is the father, their children would be full-blooded siblings either way. Sisters from technically different misters.
