From what I'm able to find online, it's a meme of 2 guys in "Shenyang" based on the Chinese idiom "There is absolutely no good juice for you/Fruit to eat" which means "you'll pay/you'll be sorry" so the 2 wanna be thugs are Literally saying "Come to Shenyang, there is absolutely no good juice for you" - if you come here, you'll be sorry.

now that's what I picked up from my hour-long research of this. I don't know a lick of Chinese so I actually don't know if this is what they're saying but here's the Video so you can see yourself

also I put Shenyang in Quotes cause according to the replies, they don't even have the right accent. Imagine saying you run Atlanta but you got a NYC accent.

i can make a tag and wiki if you like cause I doubt one exists for this

I am confident we have found them now. They are the "Shenyang Street" (沈阳大街) guys, and this seems to be the original video 沈阳大街（原版）
Clearly, they are popular and have achieved meme status within CN social media

Doing a search with "沈阳大街" in Google and Duckduckgo, very easily I can find them in the images section, and many more videos in Bilibili (not so much in Youtube)
Even I found a tag for it in pixiv, and parodies that look more or less decent like pixiv #79623080 (asset #44744788) and pixiv #120422440 (asset #44744794)

For the time being I made a tag for them — shenyang_street_guys_(meme)
so I will also remove meme request here

While this is true there's nothing in the image or the source that implies the character is male. The commissioner is male but that's unrelated to the character unless there's proof otherwise elsewhere (which there's none of at the source and I don't believe there's anything else from the owner here.)

With a bait like that, I couldn't resist doing a little digging... Looks like Pantboy is a longtime, frequent commissioner over on HF (pantboy678), known for buying lots of commissions from lots of artists over there for at least the last 15 years (they've been an HF member for 25 years ... JFC, the Internet is getting old ). Pantboy also writes for comics, notably for the apparently ongoing "The Party", drawn by clumzor.

In any case, Google finds ten pages, including this one, mentioning "pantboy" on the donmai.us domain. Of the rest:

• post #1673595 and post #2337262 name one of the depicted characters as pantboy's OC
• post #2168938, post #6235076 and post #6235077 link a depicted character to pantboy in relation to "The Party"
• post #1750509, post #2287778, post #6218050, and post #6715254 name pantboy as commissioner/patron

TLDR: Yes, there's more of pantboy's stuff here, but not tons.

There was a stream last Sunday with sort of a telephone game where participants tried to guess the phrases by lip-reading only (they didn't hear what was being said). "Strawberry Basket" was one of many misinterpretations (including, but not limited to, "KAELA AISHITERU!", "messy buta", "PEE PEE POO POO" and "Flamboyant Tarantula"). The best laught I've had this year so far.
