I'm assuming they can't, as they're technically spirits. But for Servants possessing humans (like Ishtar), only their bodies drown.
If (and i do mean IF) i remember my events correctly, chaldea summer adventure (the event with the baby stegosaur) estblishes that under normal circumstances, servants DO NOT drown, but if there are some conditions in place, like a singularity having some unique rules in play, they can. And keep in mind that Passionlip is effectively a digital being so who knows if she can drown in real space.
To my fellow pervs, Can you do me a favor and add the tag huge_breasts to any art that features breasts that are as large as the wielder's head or larger? In this case it's twice the head volume per boob, so gigantic_breasts is probably more appropiate.
