Flag overturned: only hard-translated (non-english) is against the upload rules unless the original doesn't exist anywhere. Hard-translated is only borderline content to be uploaded and/or approved.
This has been here for 19 years with a source and the first party was only uploaded 3 days ago, so there's no real reason to flag it. In turn, I've also undeleted the parent post (they're good comics).
