The artist can't seem to decide whether Hiyo should be wearing a wristband or not. It sometimes disappears only to reappear again. She wears the wristband in her card art (post #11223888, post #11223889), so I think it's safe to assume that the wristband is always supposed to be there and that anytime it's missing counts as an artistic error.
