Seeing as this has a sunroof, this might be a 1997 to 2000 Mark 7 Rover Mini Cooper, the last generation before Rover was bought out by BMW. Most other non-hardtop Minis had a fabric sliding sunroof or had a glass power tilting sunroof as an aftermarket dealer-installed option. That was also a popular option to have installed in Japan.

Well, for one it could be Khora's skill summoning Venari. Or it could be Sevagoth's Reap skill. Or it could be Wukong's hold version of the clone attack...it could be a whole lot, actually.

I believe it's specifically referencing Eleanor's scene towards the end of The Hex quest, in Warframe 1999. However, I feel like the Warframe scene itself may be a reference to the Jojo scene, as noted by @Myhel (Especially considering Rebecca Ford, the creative director of Warframe, is a huge Jojo fan herself.)
