Because the image only suggests the character died. There is no hard evidence in the image of an actual death.
Generally speaking, tags are based on the content of the image itself, not on outside information. This is usually expressed as "tag what you see, not what you know."

This DOES raise the question of how photos work in conjunction with the erasure though...does it just remove them from the picture? Put someone else in their place? Or just erase the photograph itself in its entirety to ensure none may remember her? (It's also quite disturbing to think of what Dante will be able to do once all the golden boughs are stuffed inside him if this is what only a few are needed to do...)
If you look closely, Hikaru and Manhattan Cafe are very similar. I'm surprised there aren't any fanarts of them together. If anything, the only difference is the white streak in Cafe's hair and their eye color, but otherwise they're very identical.
Ironically Izaya seems quite annoyed despite it being him who "raised" his sisters to behave the way they do. Izaya's plans always come through so shouldn't he be happier?
