That's not how it works. If the image is good enough, it will get approved regardless of tagging. But no matter what you upload, you are expected to tag it thoroughly. There are still more tags you can add. Look through howto:tag_checklist if you need help.
And you still need to add a source. Don't just leave the source field blank. Add the artist's tag too if you know who it is.
Edit: Oh, you meant a previous version was already uploaded. In that case, you need to parent one to the other. I already did this, as well as tracked down the artist and source. Don't leave them out next time.
For everyone else, I'm not sure which one should be the parent in this case. I chose the one with less obstruction as the parent even though the characters are smaller. Feel free to switch the parenting if this is incorrect.
