Do the Yuugumo-gata kyoudaitachi not like Akigumo?
"Kyoudai" means "brothers". "Sisters" would be "shimai".
As for your question itself, I don't get the sense there's bad feelings. Kazagumo especially is canonically involved with Akigumo's doujin production based on seasonal CGs, and extrapolating from that, the rest of DesDiv 10 can be considered to form Akigumo's doujin circle. I personally think both Kagerou and Yuugumo treat her as a younger sister (even if Yuugumo is younger than her).
It makes more sense to me that Akigumo could really feel the pressure during a crunch and turn short-tempered (she's depicted in her Comiket outfit), and Kiyoshimo, being the furthest from her in terms of age and not familiar with her, would view this in a more negative light. Hence my comment above where the ones who are closest to her are on the verge of going "hate to break it to you, but..."
The photo this drawing is based on is of a model for some clothing stores. Photos of her show up in listings for both shirts and miniskirts. Although its barely in frame, the artist did match the skirt in question.
