When a character is portrayed younger or older than they usually are (aka "changes of age"):

• younger
• teenage ←
• older
• old

Stages of human growth and development:

• loli
• shota
• child
• adolescent ←
• mature
• old man
• old woman

I usually use the younger tag with the child tag to show at what stage of human growth they are at. Same with old man or woman in some cases.

The Danbooru wiki entry on loli states:

This tag is for sexually explicit or sexually suggestive art work of girls who appear to be preadolescent.

There are also a lot of posts that do not deserve the loli tag (imo) like post #1904630, post #2080391, post #1592849, post #1919497, post #1722590, post #978949, post #2030387 and post #436299.

I don't think that we need to create a new tag for borderline cases. I'd rather like to define a clear policy that decides on weather or not borderline cases should be tagged as loli. Due to the controversial nature of this topic, this is pretty important in my opinion.

It dosnt have to be that complicated. If it looks prepubescent, we tag it as loli. Simple as that and it's been that way for years. This thread is to help those who are unsure.
