No. She's a child, but she's not showing her genitals or breasts or doing anything sexual or sexually suggestive, so the tag does not apply and the image should be rated Safe (read howto:rate for details on what goes under each rating).

I say questionable loli, no child. The pantyshot alone qualifies this for a questionable rating. Pantyshots can be rated safe when they’re “tasteful”, but I’m ruling out the tastefulness on account of not only the hearts present but also the obvious sexual implications of recharging via the crotch USB port.

Edit: What the... The first post I was talking about is post #2623954 where Provence removed the loli tag, but it’s actually never been touched by Okhranka. I don’t know what I was thinking when I wrote that.

You must be referring to post #2621901. I can't really see any parts of her panties. The short dress is pretty revealing, though.
