If you're very confident it's loli, then go ahead and tag it. It never hurts to ask here first though. In this case, yes, the image is loli.
Edit: Oh, I just noticed the person that removed the loli tag was a vandal, so you are correct in adding it back on again.

why doesn't shota and sertain other tags show any thing like straight_shota it shows numbers next to it just no images show up
