The character really doesn't matter. No one draws a character the same. Some artists may draw her with a "loli" like body, and others won't. Just because it's Madoka doesn't mean in the picture she doesn't have a body of a loli.
I'm not sure through what it should be in that pool. Looks pretty closed to me leaning more towards not loli.
