Of course not. Why would we also want the cropped version if there's no improvement in quality or resolution? Your post isn't just a cropped version of an existing post, but also a lower resolution (1123 pixels wide vs 3000 pixels wide), lower quality (more image artifacts) version of an existing post.

There is no justification for posting this, and even less for appealing it. If a user doesn't want to see the penis, they can crop it themself, or even just hide it off-screen.

This isn't even one of mine; I just really like it. While the piece errs on the side of being exaggerated, the proportions are internally consistent, and the style is so soft & clean that each portion of the image feels right at home with the others.

Plus, the expression & pose exude a... relaxed mundanity, or at least that's my attempt to put the feeling into words. And that feeling isn't always found in posts of this sort.

It already does.

Sometimes the cropped version is of higher resolution than the equivalent portion of the full picture, in which case it makes sense to upload both images.

This implies that if the resolution is the same or lower, then it would not make sense to upload both. The only time it would be acceptable to upload both is if the inferior version were uploaded first and the uploader was reasonably sure at the time that it was the best quality available. Ideally, only the superior version would be uploaded. This is a basic principle of uploading that Builders should know by heart.

as a Builder, i'm so aware of that that i uploaded the cropped version because i genuinely thought and STILL think that out-of-frame censoring makes the image better. it sucks that other Builders don't share my opinion that the cropped version is the superior version. just to be clear i'm not trolling. i see now that if the post got approved that would mean all cropped posts would get approved and lots of posts would end up with 2 uppable posts all of sudden, so i'm not doing it again, but i still think that rating:q is better than the rating:e so it's the superior version as far as i'm concerned.

Superiority is not based on subjective taste. On Danbooru, "superior" means higher resolution, higher image quality, least edited, not "I think this arbitrary part of the picture being removed or out of frame makes it look better." The help:post_relationships page makes it very clear what is considered superior on this site.
