That looks like wariza.

1: What is she holding there? I think it's a "makeup pencil", but I don't think that's quite right...
2: What is the fashion style here?

1: Definitely not a makeup pencil-- it's way too sharp, and it's a uniform grey with no trace of makeup product on it. Given the fact that she has multiple piercings and the fact that she's wearing latex gloves, my bet would be that it's a large hollow needle commonly used for piercings (not like ear piercings at Claire's, like actual body piercings done at a tattoo shop.)

Anyway hiiiiii my question is: HOW on EARTH do you tag what Artemy Burakh wears...? I tried looking at the other 48 posts with him in it, which weren't very helpful; all I've got right now is:

Do I tag his goofy brown rectangle kangaroo pouch fanny pack as something? Do you think that brown stuff on his shoulders counts as shoulder pads? Would you say the pants count as military fatigues, or do they have to be part of a larger military outfit for that? I mean, they are green and kinda baggy... Do you think that brown thing around his neck is a hood? Or is it some kind of... I want to say 'shawl', but I'm pretty sure that's not right. You know, like a cloak, but only for your shoulders. What should I tag the brown wrist things as? Do I tag the fact that his shirt hangs down in the front? I would call it a smock (like a butcher's smock) or an apron or some kind of crotch apron, but I'm pretty sure no one else in the world would call it that.

FGO Spoilers: Primate Murder is "Altrouge's Demonic Dog" in Tsukihime and Fou is the FGO World's version of him, so there's a connection there, just not sure which to use.

The design is from FGO, so tag with Fate series and Fate Grand Order.
Are these all scenery? I'm trying to calibrate how much focus it needs to have on the scenery to get the tag.

Most of them are, yes. The only two that are a little questionable are the 1st and 3rd posts you listed, though that's a purely subjective opinion; it would probably be fine to tag all of them with scenery.

Those are indeed wind chimes. They are pretty varied with design, some are made out of wood for example.
