The tag underskirt is only used for 53 images - is there a more popular tag for the same context?

humm,... in other words, a tag for image with character that is wearing a short, loose piece of bottomwear (for example but not limited to a short dress) which does not wrap the hip tightly, together with a non-covered waist.

I would probably say that there isn't really a tag for this. Also, you want to combine two things so it seems: 1. Non covered waist (midriff?) + not tight clothing.
If something is tight then there is a tight tag. We don't really tag stuff that is there by default. Pretty much every clothing is loose-fitting (except legwear but there we have corresponding tags, too: loose_socks.
