Ambiguous tag, do not use. Use one of the alternatives instead:

• For images looking inside a character's skirt or dress use upskirt
• For images of a character's panties use pantyshot (also use upskirt if applicable)
• For the white undergarment commonly worn under a skirt use petticoat
• For images of character wearing skirts made out of multiple layers use layered skirt
• For images of characters wearing a skirt or part of a shirt over another garment use overskirt or showgirl skirt depending on the context.
