The rarity of a tag/pool is no solid indication of its uselessness. Some ideas are either obscure or just haven't benefited from a good tagging effort.
The current Wiki definition of sexually suggestive is purely visual. The definition would have to be changed to accommodate suggestive words. It might be better to break innuendo off into a different tag for text-only suggestiveness.

I didn't say that an innuendo tag couldn't be useful. Just that the pool only has one post, and is not useful in its current state. (By the way, I don't even think the one post in the pool counts as sexual innuendo.)
Maybe making innuendo into a separate tag could have benefit, but that should be discussed in a new thread.

Is there something that makes pool #1480 worth keeping, or am I correct in thinking it's pretty much just a "perfect" pool for characters with the ass and tail tags?

There is no worth to that pool. That its title consists simply of its composite tags is bonus silliness.

Pools aren't deleted just because their posts have been deleted. The pool can still be useful.
I think this could be easily replaced by a search for the Miyako Yoshika and -zombie pose tags.

Either make a new tag for the character or search for mizuhashi_parsee succubus.

Could probably be replaced with a tag like "muscle_girl" or "female_muscle" (plus we already have the toned tag).

With the pro-tier colored artist identified as yamaiwa_shuuhai (ex. post #845521), the pool is now redundant with to_love-ru_darkness colored.

OK, I admit it's kind of a cool idea, but the rule is, no pools that can be covered by a simple tag search.
