I'm struggling to determine the art style of this image because I don't know what it should be.
It looks like it might be toon_(style), but the proportions are large, so I don't think it fits deformed. However, the art style seems to be sticker, with thick outlines and clear colors.

No, not even close. That's for images drawn in the style of Western cartoons. This is just a typical anime cat girl no matter how you look at it.
I feel like there are some users applying the tag a bit too liberally since I every so often come across anime or anime-like images with the tag added for no discernable reason.

Seems there aren't any specific tags besides white outline and drop shadow.
