If there's any instance of the intended implied copytag not being present in the tag, the implication proposal fails. So either those comics are mistagged, or the implication here is no good. And looking at the comics in question, they seem to be pages in a meta comic about Reitaisai, which...Well I don't know if we want the Touhou tag on those. I don't oppose it at least.
Anyway, I'll be honest: I feel weird implicating conventions. I mean, it's correct in these cases (as they are all Touhou-themed events), but I can't help but feel it's crossing a boundary of some kind.
I could be overthinking this as I tend to tho, and the comics Alixiron pointed out are a much bigger potential issue to the implication proposal as is anyway.

Yeah this sounds like it kills the BUR. Sure I doubt you'd be selling anything but touhou at reitaisai but the comics contain zero touhou.
