between_breasts implications

I considered using the word "clothes" but as pitched in the reason, we consider accessories as clothes so I wasn't able to come up with a tag name that specifically used the word "clothes". Doing that would require redefining clothes for tagging purposes and that would open up a giant rabbit hole off the back of just this that's probably too far gone to walk back.

Top wasn't my first option, but per forum #425979, I acknowledged that certain clothes like dresses and leotards are also capable of this (which are full-torso or full-body clothes and not just specifically upperwear), and there are some wikis and decisions where we render them as "tops", so it was the word that I found might work. But I'm not an advocate for the word.

I'll add this as a separate BUR using the same tag name but with clothes instead of top for the tag name as an alternate voting option to forum #426086, but if we're going to do this then it's going to need monitoring to make sure that "clothes" in this scenario, unlike others, does not include accessories, and I don't trust that it won't become a doomed tag this way.

Another name that came to me in my sleep was clothing pulled between exposed breasts (or its potentially worse sibling, clothing pulled to expose breasts). It's a much longer and unwieldy tag name where we prefer to be succinct but this might help with the mistag cases because most accessories that qualify for between_breasts breasts_out (or related searches) can't be pulled to reveal the breasts, carrying the implication that if the item wasn't pulled the breasts would not be exposed.
