Does post #4946667 really count as Touhou? Fumos are not a touhou-exclusive thing.
After a quick search, I found there's also characters from other franchises (Such as Madotsuki from Yume Nikki, as well as two others from Higurashi). So it's not exclusive to Touhou, even if the vast majority of the characters are from the series.
I believe fumo dolls themselves started with Touhou but eventually branched out to multiple franchises.

Len'en is indeed not Touhou one bit. I believe the fact that that game has had Len'en, Yume Nikki, and Higurashi No Naku Koro Ni characters in it is enough to disqualify the implication.
