Currently, Justina Follower (blue archive) is basically useless. It's serving double duty as a tag for the enemy type (post #4993907), and as an outfit tag for all of the people wearing their uniform. In particular, 321 of the 454 posts are just Sakurako (blue archive), who briefly dons the outfit canonically. Only around 10 of the remaining 133 posts actually feature the enemy, otherwise just being cosplay but most without being tagged cosplay. This makes actually finding the handful of Justina Followers extremely difficult. Even assuming they were all tagged correctly, it would still at minimum be a three tag search (justina_follower_(blue_archive) -sakurako_(blue_archive) -cosplay) just to find these characters.
Given that it is a specific enemy (and thisbis BA, where it takes one determined artist to create a mob character doujin series that makes a generic into a 4-digit count tag), this seems like a case where people are simply not tagging cosplay for some reason.
I'm not in favor of doing that because Sakurako is not cosplaying. She's wearing the Saint Justina Council uniform that she dug out of storage. Tagging everyone else as cosplay is fine, but Sakurako is not cosplaying. I also don't really agree with the idea that this one enemy could ever hit 4 digits, or that we should plan our tagging around something like that happening.
The fact is that right now actual Justina enemies make up approximately 2% of their own tag and it's silly that even two tags should be needed to actually find them and not some other character being gangbanged while wearing their outfit. This is the exact situation we've created general outfit tags for in the past.
Edit: Alternatively, Sakurako could just get her own tag for the outfit (Sakurako (saint justina) (blue archive)?) and we could stop tagging her with justina follower (blue archive), but that still leaves around 120 cases of cosplay forcing a two tag search for a niche group of enemies.

We don't make cosplay tags for specific outfits except in extenuating circumstances, so it would just be sakurako (blue archive) (cosplay), but I guess that works. It feels a bit like one problem is just being pushed somewhere else, but it wouldn't really be inaccurate to say the outfit is only as popular as it is because Sakurako wore it one time in the story, anyway.
I mean in that Justina Followers having too many cosplay posts is being passed onto Sakurako having a bunch of cosplay posts, but it won't really flood her tag and probably won't become a problem for her, so it works out. If it does become a problem, we can do something about it then.

Potentially something like sakurako_(blue_archive)_(cosplay) habit could also work with a bit of tag cleanup.

Probably a consequence of habit being adjacent to nun tag-wise, as while a religious habit can entail many things, folks are probably just using it to tag nuns that aren't nun-like (at least, that's the vibe searching habit -nun gives me).
I just encountered this issue after I started reading Blue Archive and wanted to find porn of this character. The current situation is pretty insane. Let's remove the bulk of this. Sakurano's outfit is canon, so it should be its own subtag. There's also a lot of untagged cosplay posts, especially from Mari.
Alternative to turn this tag into a gentag. Retagging the actual character with justina follower (npc) (blue archive) is less work than actually searching for it, so I can populate it after.

I made those, since we were making tags for all the other enemy variants, but apparently forgot to give them wikis. I didn't make tags for the other Justina members because this one is the only one anyone draws or recognizes. It's technically the (sr) variant, but most people just use it as the default generic member because it's the one with a character portrait.
