Touhou PC-98 tag on PC-98 exclusive characters

mass update kitashirakawa_chiyuri -touhou_(pc-98) -> kitashirakawa_chiyuri touhou_(pc-98)
mass update okazaki_yumemi -touhou_(pc-98) -> okazaki_yumemi touhou_(pc-98)
mass update mimi-chan -touhou_(pc-98) -> mimi-chan touhou_(pc-98)
mass update elly_(touhou) -touhou_(pc-98) -> elly_(touhou) touhou_(pc-98)
mass update gengetsu -touhou_(pc-98) -> gengetsu touhou_(pc-98)
mass update yumeko -touhou_(pc-98) -> yumeko touhou_(pc-98)
mass update shinki -touhou_(pc-98) -> shinki touhou_(pc-98)

as until the moment of this post these characters are PC-98 exclusive (not windows returning nor clear reuse like Ellen), and creating an implication not being the "wisest" thing to do, I dont see problems for updating the tags of those where are only Touhou to add PC-98 specific tag too

Might as well adding a qualifier to some of the lesser known Touhou characters (including PC-98 Touhou) with short and (arguably) common name like ellen.

In Ellen case both Ellens (from touhou and hatarakimono) are the same, so the tag is shared (and that's why I didn't added her

And except for these ones on the BUR, all others have no more posts without PC-98 tag.
