If they have a blindfold then looking at viewer isn't possible. For facing viewer it depends on if the character's body is viewed from the front i.e. not from behind. If the character is viewed from the front then facing viewer should be tagged and if viewed from behind it shouldn't be tagged.
For 2B I'm not too sure. Her wiki says that her "blindfold" is a "standard-issue military visor" so I assume that she could see through it...
