Tag alias: flower_hair_ornament -> hair_flower

flower_hair_ornament seems to have come into use possibly as a consequence of a pattern of other *_hair_ornament tags, whereas hair_flower appears to be the more established tag.

I suppose one might try to make a distinction between actual flowers vs. artificial ornaments shaped like flowers, but as far as I can tell such a distinction does not currently exist, so introducing it would require some tag gardening effort. Also, it would be plagued by ambiguity.

For example, post #1850804 (flower_hair_ornament), and post #1757577, post #1865186 (hair_flower) represent a large portion of ambiguous cases in that they may be real flowers tucked into plain hairclips, or hairclips made to resemble flowers

Other examples for consideration include
post #1848864 (hair_flower) ambiguous (same as above, but ribbon rather than hairclip)
post #17065 (hair_flower) probably fake
post #1770234 (flower_hair_ornament) rare case of obviously fake

I believe that's what we have flower_on_head for.

My understanding is that flower_on_head looks like post #1819392 -- the plant is growing out the top of the head vs flower(s) picked from a plant and worn in the hair.

hair_flower is like post #1852859 , and currently doesn't specify anything about real vs fake flowers -- probably difficult to draw a distinction in general, as I've explained. However, I thought it was worth discussing because of the existence of examples like post #1770234 -- evidently not a real or artificial flower of any sort but a hair ornament shaped like a 2d drawing of a flower.
