He does have the alarm clock time-traveling powers to qualify as a trainer at Tracen.
He actually did attempt something like that in the comics, namely repeatedly trying to save Barbara Gordon from being shot in the spine by the Joker during The Killing Joke and failing every time because it's a fixed moment in time that cannot be changed.
