I know about it, yes, and those names are only allowed in certain cases:
1: after a set of years (generally 5-15 years, so after a horse career ended or after the original horse died). 2: born in different countries (heck even this actually has a problem. Sierra Nevada case is the highlight). 3: they are of non-racing breeds.
Major race winners names are never allowed to be reused in any way or form, and considered as 'protected names', kind of copyrighted of their original horses/owners.
