Is this a Shikieiki & Byakuren fusion, or their child?

This one is weird.

As it seems, it's a (not very original) OC named Shiki Eika (四季映華) Yamaxanadu, apparently a older sibling to good ol' Eiki. Here, she looks like she fusioned with Byakuren.

In fact, post #462109 is a better example of Eika.

tehSandwich is correct. Eika is Tokko Ripua's original touhou character. She is Eiki's younger sister.

Then she should be tagged as Shikieka or something

why does her left cheek say 'iron' (鉄)?
