Hypotesis: one day, Renta will go yo Romi and say "I cannot be an husband for you, but I can be a father for Chiyomi." So evev if formally not married, they'll become a family with Renta as a surrogate father and husband.

I have a theory that he tries to close Oorai in order to prevent Anzio from being closed. Anzio did have a reputation for being very poor and maybe he did it as a selfish means to protect his step daughter's school being shut down. It would be more than his nonexistent motivation in the anime.

His motivation in the anime was we needed a plot to happen so they drew straws on who was going to be the bad guy.

Anzio is a private school with its own office. That's why they're poor, because since they receive no funds from the Ministry, all expences are covered by the privates that own the school
