Look at the picture, not the rest of the artist's gallery. We tag based on characters' appearances, not artists' tendencies. She doesn't look pre-adolescent at all.

The face and hands are a bit loli-ish, but she has adult hips. I probably wouldn't tag this loli, but the out-of-frame censoring and the hint of inguinal creases showing makes this suggestive enough to merit a Questionable rating. A Safe rating is for "art clearly lacking sexual content", and the framing of this image looks pretty sexual to me, especially considering her submissive pose.

Apart from her flat (bound?) chest, her proportions look more like a teenager than a loli.

Thoughts on post #3741858? Not human, but her narrow pelvis and round tummy seem pretty childlike, as does her facial structure. Then again, those aren't the thighs of a child, so I'm not entirely sure about this one.

I’d say loli. Exaggerated thighs/hips with otherwise childlike proportions aren’t that rare in loli images.

The above had been drawn specifically with breasts to show they are not lolis. Given that works like post #3514528 and post #3250768 have not been labeled as loli for specifically such a reason, I believe that the tag should be removed.
No comment on the posts you linked (they're too borderline for me to make a definitive statement one way or the other), but just to address any future misconceptions, drawing breasts on a character who looks like a child in other respects doesn't mean we won't tag her as a child. This is such a common occurrence that we even have a tag for it: oppai_loli. Pre-adolescent girls in sexual situations still get tagged loli whether they have breasts or not.

I thought that might be it, but he had actual uploads, that are appropriately tagged too, so I didn't want to just assume it was another troll.

The main reason he keeps making those sockpuppets is to upload Xenoblade 2 art, the tag vandalism started later on. (will stop derailing the thread now)
