Sexually explicit or sexually suggestive artwork of girls who appear to be preadolescent, regardless of canonical age

So, if a character doesn't look preadolescent, it shouldn't be tagged loli even if they would canonically count.
Personally, I have no comment on this particular post; it seems borderline to me.
