Despite the artist tagging it as shota, he's very much drawn like a standard anime twink and Kaworu Nagisa is pretty definitively in the "shounen" end of the anime boy age scale. A proper shota wouldn't start to have the dorito sort of build with those broadening shoulders. I'd say teen twink yes, but gone through too much of puberty to be a shota.
