Yes, but she's wearing a swimsuit, which will usually be enough on its own. If there's the slightest chance it could be seen as sexual (or should I say, if there's anything someone might try to use to argue it's sexual), then child would not apply.
Now if Renge was fully clothed (or at least much more covered) and the only elements making this S were the other girls, then I wouldn't have a problem with the tag being added. For example, something like the characters in the front in post #7687750 (not sure if the girl in the back would disqualify it, though, so let's just pretend she isn't there for argument's sake).
I'm not saying it would be appropriate if the overall atmosphere were sexual (such as adults wearing lingerie), but modest bikinis on adults are enough for S on their own, and I see no reason to leave off child for borderline S posts as long as the child would be G by themselves. But leaving a child untagged is far less harmful than tagging a sexualized one, so thinking child = G makes it much harder to make mistakes.
Keeping this in mind will make it a bit easier: When in doubt, don't add child. If you're not sure if loli/shota applies, then child definitely doesn't apply.
