Is this one even questionable? Is status:questionable based on one person's interpretation? Sure this image could imply imminent rape. But it could also just be "Wonder Woman is suddenly small and these ugly thugs can beat her". Nothing revealing is on display either.
This is targeted at tagging stuff as loli in general. It's kinda sexist to tag small or fragile-looking women as 'loli' because their breasts are not up to the anime standard.

The "questionable" part might also be because of the old men's bulge in their lower half too though

Imo if there's emphasis placed on a bulge or there is a distinguishable outline of the contents underneath (as is the case with cameltoes), then it warrants a questionable rating. So in the example, it's a solid safe rating.
